What We Do

Development Support and Environmental Management (DSEM) is a group of divisions and programs within Leon County which provide one-stop permitting, review and approval of land development activities.  The primary mission of DSEM is to ensure the continued vitality of the County, including both the built and natural environments, by promoting awareness and compliance with the Board's adopted growth management regulations.

DSEM's offices are located on the second floor of the Renaissance Center at 435 N. Macomb Street.  For general information, or if you are unsure which division you need to contact with your questions, please click the "citizens connect" button above.   

 

Electronic Application Submittal Process

All applications for building and environmental management permits, along with site and development plans are submitted through the Leon County Online Permit Portal.  The portal requires a user account, and if you do not already have one, you can create one by clicking here here.  Additionally, video tutorials for the application submittal process can be found at tlcpermits.org.

DSEM is comprised of five divisions that encompass all areas of building, development review and land use, environmental review and compliance, code compliance and administrative support services for all aspects of building, land use and development projects located in the unincorporated County.
