The Woodville Rural Community will benefit from a partially grant-funded, septic-to-sewer conversion. Leon County has been investing millions of dollars in the Primary Springs Protection Zone to help improve water quality by transitioning more than 1,000 septic tanks to central sewer. Specific to the Woodville Rural Community, the value of this work has been estimated at more than $10,000 per home.
By hooking up now under the grant program, residents will save the expense of future connection charges. By connecting to central sewer now, property owners could save thousands of dollars while helping to preserve our water supply and protect the groundwater that flows to Wakulla Springs. To make this opportunity possible, Leon County used match dollars to leverage millions of dollars in funding from the State of Florida. There is no construction cost to the property owners for this sewer project.
Once connected to the central sewer system, property owners will begin receiving a monthly sewer bill based on monthly water consumption (actual water use). Property owners who decide not to connect will still receive a monthly sewer bill or “readiness to serve” charge of approximately $29.
Property owners currently on a private water well will receive a bill including a water charge once they are connected to City of Tallahassee water.
The following expenses will be paid by Leon County and the Florida Department of Environmental Protection (estimated at more than $10,000/home):
Payment for the above expenses will only occur during the grant period.
Property owners currently on a private water well who agree to connect to central sewer will have their homes connected to the City water system. The private well will be properly abandoned. The project will cover the cost of this construction work, including permitting and City system charges. This could save homeowners more than $5,500, in addition to the savings for the sewer connection.

For the septic-to-sewer and advanced septic system projects, Leon County residents can submit notarized application forms by e-mail to Felton Ard (ArdF@LeonCountyFL.gov) to ensure they receive the planned upgrade.

Leon County is actively pursuing additional state funding to complete the remaining phases of this project. This schedule may be adjusted as additional project details are finalized.
Over the past decade, Leon County has partnered with the State of Florida to protect and improve water quality throughout southern Leon County, especially in Woodville. Through these efforts, we have removed or upgraded hundreds of septic systems, invested millions of dollars in local infrastructure, and enhanced neighborhoods to safeguard the environment for future generations. Now, Leon County is actively pursuing additional grant funding to continue bringing sewer service to even more residents in Woodville.
Looking ahead, Leon County remains committed to investing in Woodville's infrastructure, pursuing grants, and working with state partners and advocating for the community to fully fund the remaining three phases of the Woodville Sewer Project. When completed, and if fully funded, these efforts will remove or upgrade more than 850 additional septic systems --an estimated $82 million investment --further demonstrating our dedication to the community's health, environment, and long-term growth.
