Housing Finance Authority

The mission of the HFA is to consider opportunities that increase the availability of affordable housing in Leon County. This includes financing for owner-occupied single-family and multi-family housing units (townhouses and condominiums) and the sale of taxable bonds once approved by the Leon County Board of County Commissioners. The HFA receives revenue in the form of fees from the sale of tax bonds, program participation fees and lien payoffs from housing rehabilitation projects.

NOTICE OF PUBLIC HEARING CONCERNING THE HOUSING FINANCE AUTHORITY OF LEON COUNTY, FLORIDA'S PROPOSED ISSUANCE OF ITS MULTIFAMILY HOUSING REVENUE BONDS, IN AN AGGREGATE AMOUNT OF NOT TO EXCEED $35,000,000

Public Notice is hereby given that on September 25, 2023, at 10:00 A.M., or as soon thereafter as practicable, that the Housing Finance Authority of Leon County, Florida (the "Authority") will cause a public hearing to be conducted at 615 Paul Russell Road, small conference room, Tallahassee, Florida, and via the following toll-free telephonic conference line in lieu of physical presence at the public hearing:

in accordance with the Tax Equity Fiscal Responsibility Act ("TEFRA") on the proposed issuance by the Authority of its Multi-Family Housing Revenue Bonds, in the aggregate principal amount of not to exceed $35,000,000 for purposes of financing the Project referenced below. The proceeds of such bonds will be used to finance the acquisition, construction, and equipping of the following Project located at the following location in Leon County, Florida:

The purpose of the public hearing is to afford members of the general public an opportunity to be heard with respect to the proposed issuance of the Bonds by the Authority.

All interested parties are invited to attend and present their comments at the time and in the manner set forth above.

HOUSING FINANCE AUTHORITY OF LEON COUNTY, FLORIDA

The Housing Finance Authority (HFA) is a seven member, dependent special district. Since its creation, the HFA has issued or joined with other counties to issue single-family mortgage revenue bonds. This year the HFA recommended to the County to continue its ten-year association with Escambia County Housing Finance Authority to issue bonds, using the combined allocations of many counties to maximize funds, obtain the lowest possible interest rate and allow moving of mortgage fund allocation from one county to another as the need dictates.

Each County Commissioner appoints one member to the Housing Finance Authority. These members volunteer their time, which averages three and a half hours per month. Members are as follows:

As Principle, Mike has focused his efforts on advocating for affordable housing and energy conservation and efficiency issues through his company the Southern Advocacy Group. Since 2011 he has served on the Board of the Housing Finance Authority of Leon County and has been its chair the past three years.

Mike served on the Florida Green Building Coalition (FGBC) Board of Directors from 2010 to 2016 and as chair of the FGBC Affordable Housing Committee for several years. He was instrumental in introducing the FGBC green building certification standards to Tallahassee and established the first development (Southern Oaks) in Leon County that requires all homes be built to the FGBC Green Home Standard. He has over 15 years of experience in real estate investment and development. He is actively involved in sustainability efforts for the community and served on the Leon County Climate Action Summit Leadership Team.

A former AmeriCorp volunteer at Bond Elementary School, Christic’s love for Tallahassee blossomed under the care and support she received from Southside neighbors during her term of service. A 2003 graduate of FSU, for 11 years Christic and her husband Karlus have owned and operated Kingdom First Realty, an independent full service real estate brokerage where she serves as President/Managing Broker. Christic is a certified foreclosure and (mortgage) default intervention specialist, certified residential specialist, and a 2006 certified leadership graduate of the Tallahassee Board of Realtors. She also has served the City of Tallahassee as a Program Facilitator/Mentor for the Smith Williams Service Center Girls Mentoring program- also known as DIVAS- where she has mentored over 350 young women during her six week summer program over the past seventeen years in Southside Tallahassee.

Andrew is a Certified Public Accountant , has his Master’s in Business Administration and his bachelor’s degree from Florida State University. Current civic obligations include serving on the Florida Institute of Certified Public Accountants Board Council, United Way Board Member, Board Member of the Greater Tallahassee Chamber of Commerce, Leon County Housing Finance Authority Board of Directors and Treasurer, and Board Member of Tallahassee Memorial Hospital.

Marnie George is a government affairs advisor with Buchanan, Ingersoll and Rooney with more than 25 years of experience in Florida, including lobbying the Florida legislature, state agencies, the Florida cabinet and executive branch on behalf of state and national organizations.

She has experience working with the legislative process and holds a reputation for honesty and integrity with many bipartisan relationships with staff and elected officials on numerous issues that she has developed.

Prior to joining Buchanan, Marnie was the founder of The George Group – a public affairs consulting firm representing state and national clients, including AAA Auto Club South, a three-million-member organization in Florida, the National Safety Council, Ford Motor company, Habitat for Humanity of Florida and the Florida Chapter of the American College of Cardiology. During this time, she received national recognition for her years of work on safety legislation and awareness, earning the State Highway Safety Champion Award for Florida – from the Advocates for Highway and Auto Safety.

She previously served as legislative affairs director for the Department of Business Regulation and started the agency’s public information office, serving as agency spokesperson while heading up the legislative office. She was selected by the Executive Office of the Governor to join the start-up team of the Florida Lottery as legislative affairs manager. Later the Lottery secretary tapped her to also manage the affairs of the Florida Lottery Commission and was named top employee with superior service for her work. A native of Florida, she holds a B.A. degree in Political Science from Converse College.

Originally raised in Pensacola, FL, Steven moved to Tallahassee in 2001 to attend The Florida State University. He graduated in 2003 with a Bachelor’s in International Affairs and a minor in Business Management and Economics. After graduation, Steve began his career in the financial industry at a local community bank. After various positions and roles throughout his 20 year career, he currently servs as the Market President of ServisFirst Bank in Tallahassee, Florida. He has continued his education throughout his career graduating from both Florida Bankers Association School of Banking, University of Florida and The Graduate School of Banking, Louisiana State University.

Steven is married to his wife Christina Lohbeck (2 years) and father to their son Liam Lohbeck (6 months) and dog Asher. He enjoys attending FSU sports, golf, hiking, biking, skiing and pretty much any vacation he can take.

Dr. Jeffrey Sharkey is the Managing Partner of the Capitol Alliance Group, Inc., one of Florida’s top state level government relations’ and lobbying firms with extensive experience in strategic issues’ management, legislative and state agency policy analysis and government relations advocacy for a diverse list of private and public sector clients.

Dr. Sharkey has over 25 years of government relations and business consulting experience in addition to 6 years of employment at senior positions in the Executive and Legislative branches of Florida Government. His lobbying expertise includes extensive advocacy in the following areas: affordable and workforce housing, entertainment and media, commercial space and aerospace, K-12 and postsecondary education, intermodal transportation (seaports, airports, rail), advanced computing and biotechnology, health care, economic development, public and private infrastructure funding, finance and tax, professional and recreational sports, as well as many other areas.

As managing partner in the firm, he works extensively with the State Agencies, the Executive Office of the Governor and the Legislature in securing appropriations for educational institutions, technology companies, workforce and affordable housing, multimodal transportation and infrastructure. Dr. Sharkey has been at the forefront of advocacy for major industries, businesses and non-profit organizations, including: Willis Global, Tesla Motors, the Florida Board of Governors, Optima Health Care, Margaritaville Holdings, the PGA Tour, PGA of America, Bing Energy, Port of Miami, local cities and counties, Take Stock in Children, SpaceX, United Way, The Climate Exchange, Big Bend Community Based Care and many others.

Dr. Sharkey is owner of several other companies, including Coral Sky Development, a multifamily housing development consulting company, Sharkey’s Capital Café restaurants and Sharkey’s Coffee Company. Dr. Sharkey continues to expand his professional background in economic development research, policy and planning and is involved in various domestic and international consulting activities. He has worked in England, Thailand, Latin America and in other parts of the world as a consultant for various international agencies. A native of Minnesota, he holds a B.S. degree in English, a M.Ed. in Educational Research, a M.S. in Sociology and Economics and a Ph.D. from Florida State University.
