Leon County Solid Waste Landfill Closure Phase II
Project Location
Leon County solid waste landfill closure project is located at 7550 Apalachee Parkway, (Highway 27 South approximately 6.5 miles east of Tallahassee).
Background
Leon County Solid Waste Landfill has been in operation since 1977. In July 2015, the Board accepted the status report regarding the closure of the landfill and development of the corresponding long-term master planning of the site for purposes of a regional park. In this report, staff developed a tentative scope and timeline to initiate the closure of the Landfill and begin master planning the Apalachee Regional Park.
Project Description
Construction of final closure of the County Landfill Class I Cell and Class III South Cell will involve re-grading the existing 62.7-acre site (as shown on map), install an earthen landfill cap, a storm water facility, modification of existing active gas system and an addition of new 36 passive wells.
The final closure of the site will entail regarding the area to level out high and low spots, install 12 inches of intermediate cover material (shaping material), cover the shaping material with 40-mil textured linear low-density polyethylene (LLDPE) layer to act as a seal to prevent downward water from penetrating waste and entrap gas from leaving site. Following the LLDPE layer is a 300-mil geocomposite which drains excess precipitation, and finally, an 18” protective layer topped with 6” of topsoil material.
Construction of the stormwater facility management will involve combining and expanding the two small existing facilities. This system includes drainage swales to be constructed into the terraces of the cover system and to drain to filter point mat spillways. Also, this stormwater system will capture the runoff and the seepage and retain them in the on-site stormwater facility.
