Major Infrastructure Projects:

  • September 1, 1999: Phase I of the Lake Jackson Restoration effort begins.
  • 1997: The Parkway Branch Library, previously housed in a retired stationary bookmobile, moves to a small storefront in the Cross Creek Square Shopping Center.
  • August 1994: A storefront Northeast Branch Library opens in the Northampton Shopping Center.
  • 1993: Leon County, in partnership with the City of Tallahassee and the State of Florida, constructs and opens the Amtrak passenger platform and depot, as well as re-opens the “Sunset Limited” line connecting Florida and California, with spurs leading north and south from selected stops along the route.
  • 1993: Leon County renovates and expands Coe Landing, making it the County’s first full-service campground.
  • July 1993: Leon County builds the newest and most recent County Jail, now called the Leon County Detention Facility. The facility houses 1,219 people and adds approximately 168,000 square feet of office space and 248,000 square feet of new parking garage space.
  • 1992: Leon County begins construction on the widening of Orange Avenue from South Monroe to Blair Stone, a 1.8-mile project that creates a four-lane roadway.
  • 1992: Leon County adopts the Environmental Management Act.
  • April 11, 1992: The 26-acre Old Bainbridge Road Park on Lake Jackson opens and is Leon County’s first day-use park, featuring expanded picnic facilities.
  • August 1991: The Lake Jackson Branch Library opens in a small storefront in Huntington Oaks Shopping Center.
  • January 20, 1991: The Leon County Main Library, the County's first permanent library building, opens.
  • December 7, 1990: The new 287,000-square-foot County Courthouse is dedicated during a public ceremony.

Significant Achievements:

  • 1997: Leon County Government and the City of Tallahassee collaborate to form the Community Human Service Partnership (CHSP), which provides a more efficient and effective method for allocating human services grant funds.
  • November 1994: The Leon County Board of County Commissioners adopts the following mission statement: “Leon County Government is dedicated to preserving and enhancing the outstanding quality of life which has made our community a desirable place to live, work, and raise children. Through the provision of cost effective, superior services, County Government will insure promotion of orderly growth for the economic health and safety of its citizens.
  • 1993: Volunteer Services implements a volunteer program at the Leon County Public Library to serve as a model for all departments and divisions in Leon County Government.
  • February 23, 1990: The Leon County Board of County Commissioners establishes the County Attorney's Office.

Key Community Initiatives:

  • May 15, 1999: The new Leon County Hazardous Waste Center begins accepting household hazardous waste.
  • May 1, 1999: The Leon County Emergency Management office moves under the operation of the Leon County Sheriff’s Office.
  • 1997: The Bond Branch Library is renamed the Dr. B.L. Perry, Jr. Branch Library in honor of the former president of Florida A&M University.
  • 1996: Leon County reorganizes the Mosquito Control Division to better focus on mosquito control activities and services.
  • September 17, 1993: The LeRoy Collins Leon County Public Library System is renamed to honor Governor LeRoy Collins. U.S. Attorney General Janet Reno was present to dedicate the library in memory of her longtime friend and colleague.

  • 1993: Public Works implements the Roadway Beautification Program, which includes wildflower, Adopt-A-Road, and canopy and road maintenance programs.
  • 1993: Leon County Solid Waste implements a hazardous waste collection program, utilizing semi-annual collection events at selected community locations, a temporary storage facility for small quantities of household hazardous wastes, and providing technical assistance to individuals and businesses.
  • June 18, 1992: Leon County’s Stabilization with Asphalt for Everyone (S.A.F.E.) Program reorganizes as the Public Works Construction Program. The program’s goals were set at a minimum of eight miles of paving annually, providing a better opportunity to obtain rights-of-way.
  • 1991: Leon County develops and implements a new Stormwater Management Program.
  • August 1991: The Leon County Public Library’s first public computerized catalog becomes operational.
  • January 22, 1991: Leon County activates Enhanced 9-1-1, which directs activities toward database and address inventory.
  • 1990: As a result of growth management legislation at the State level, the Tallahassee-Leon County Comprehensive Plan was rewritten.
  • March 1990: The Leon County Felony Drug Offender Program begins operations to safely reduce the detention facility’s population.
  • January 29, 1990: The Leon County Drop-Off Recycling Program becomes operational, making it easier for citizens to recycle their waste.
