Code Compliance Services

The mission of the Code Compliance Services Division is to administer, centralize, coordinate and facilitate licensing and code compliance, citizen review boards, growth and environmental management services to residents, property owners and land development professionals served by DSEM in order to achieve compliance with adopted ordinances and policies. The Division is also responsible for staffing the Code Enforcement Board; Contractors Licensing and implementation of the County wide Uniform Street Naming and Property Numbering System Ordinance.

Division staff also oversee the Abandoned Property Registration Program, which protects neighborhoods from becoming blighted through distressed and abandoned properties with mortgages in default.

Staff also assists with the implementation of the Refueling Assistance for Persons with Disabilities Ordinance, which ensures that gas stations provide equal access to persons with disabilities in refueling their vehicles. 

Code Compliance Services staff also ensure implementation of the "Gun Show Loophole" Ordinance that requires a mandatory criminal background check and a three day waiting period on all firearm sales conducted on property accessible to the public.

  • DSEM staff is available to meet with Homeowners and Neighborhood Associations periodically to address code enforcement topics.
  • To safeguard property owners, staff verifies contractors’ and subcontractors’ licenses to ensure all appropriate licenses, workers compensation and general liability are current before issuing permits.
  • The Street Name Addressing Guide (SNAG) provides active street names, as well as rescinded street names, and identifies duplicate street names from both The City of Tallahassee & Leon County.
  • The Leon County Addressing Unit is responsible for the naming of all streets in the incorporated and unincorporated areas of Leon County. For map and location information regarding street names, please see The Street Naming Notification Informational Packets” which consist of new, rescinded, or street name changes.

Lien Searches

Lien Searches aka Compliance Certification Letter provides for the research and processing of open code violations, lien research requests, and the issuance of Compliance Certification Letters by the Code Compliance Program.  There is a $90 fee for this service.

Abandoned Property Registration establishes a registration program to protect neighborhoods from becoming blighted through distressed and abandoned properties with mortgages in default.

Refueling Assistance for Persons with Disabilities

Refueling Assistance for Persons with Disabilities provides for the regulation of gas stations to ensure that persons with disabilities are provided equal access in refueling their vehicles.

Illegal Signs

Illegal Signs aka Sign Code Ordinance addresses illegal signs in the Right-of-Way in unincorporated Leon County.

Contractors Licensing

Effective July 1, 2023, all contractors shall have a state-issued certified contractor license to perform work in Leon County.  If you are interested, you are encouraged to inquire about becoming a State certified contractor.  Please contact Department of Business and Professional Regulation (DBPR) at (850) 487-1395 or visit their website at  http://www.myfloridalicense.com/DBPR/    for details and licensing requirements.

  • Provides application assistance to contractors seeking reciprocity or to obtain a Leon County contractors license.
  • Assists customers with filing alleged complaints against Registered and Certified contractors.
  • Maintains renewal of General Liability and Worker’s Compensation Insurance coverage forms for all contractors.
  • Reviews permit application requests prior to issuance by the Department to ensure that the contractor licenses are valid and current with appropriate General Liability and Worker’s Compensation Insurance coverage; and current Affidavit of Insurance.
  • Administers the excavation examination and provides licensure to approved applicants to ensure compliance with the applicable provisions of the County’s Environmental Management Act.
