William Winslow Kelley was born in Leon County on September 23, 1906. He worked as a laborer for eight years and operated a small stock farm seven miles east of Tallahassee and a grocery business on South Meridian Street. Kelley was elected to the Leon County Board of County Commissioners in 1953 and advocated for lower taxes, improving health welfare, and farm and rural development. He served as Board Chairman from 1956-1957. He died on December 5, 1958, during his second term in office and is buried in Oakland Cemetery.
