Samuel C. Watkins

Samuel C. Watkins was born circa 1842 in Virginia and later became a public official who served during Reconstruction. He was married to Mary E. Watkins. He served as a County Commissioner from March 3, 1873 until September 22, 1874. In 1875, he was elected the first Black City Council President and served briefly as Acting Mayor. He is listed as a carpenter working in Leon County in the 1870 Federal Census and holding the same position in the 1888 City Directory for Jacksonville, indicating that he moved to Jacksonville in the 1880s.
