Rudy Maloy was a Florida State University Seminole linebacker. He later worked as state transportation planner and had extensive financing and budgeting experience. He became the first African American At-Large Commissioner when he was elected to the Board in 1992. During his three terms, he worked to support low-income residents and advocate for more greenspaces. He was selected as Board Chairman from 1994-1995 and 2000-2001. Maloy was suspended by Governor Jeb Bush in May 2001 after being charged with theft of County funds and official misconduct. He was reinstated by the Governor in December 2002 and served the remainder of his third term.
