Richard Mickens was born circa 1836 in Florida and was a public official who served during Reconstruction. Mickens was a husband, father, and farmer. He was married to Priscilla Mickens with whom he had five children, Adeline, Mary, Emma, Rebecca, and Richard. Mickens registered to vote on August 12, 1867, the first voter rolls in Florida to systematically include Black men. He served as County Commissioner from June 5, 1873 until September 22, 1874. He died in 1883.
