Oscar Phene Harvey was born on May 18, 1881, in Leon County. He was a beekeeper by trade, a member of the Ebenezer Baptist Church, and was active in the County’s educational system. He represented the citizens of District 4 on the Leon County Board of County Commissioners from 1921 to 1936. During his tenure on the Board, he was a proponent of lower taxes and road improvements. He died on October 9, 1948, in his home off Jackson Bluff Highway and is buried at the Fort Braden Cemetery.
