L.B. “Jack” Levins was born in Bonifay, Florida, on March 5, 1903. He attended public schools in Holmes County and received a religious education. He moved to Tallahassee in 1926 and worked as a sales representative for the Gulf Oil Corporation and later launched the Jack Levins One Stop Service station in Tallahassee. He began serving on the Leon County Board of County Commissioners in 1945, lost the election in 1948, and was reelected to serve in 1953. During his time on the Commission, he supported road construction and maintenance, farm development, recreation facilities, and health and welfare programs. He was elected Chairman and Vice Chairman several times during his 24 years in office. Levins was active in the community as a member of the Lions Club, Masons, Shriners, Elks, Odd Fellows, Knights Templar, and Tallahassee Chamber of Commerce. Levins died on December 29, 1999, and is buried at Roselawn Cemetery in Tallahassee.
