John McDougall was born in 1839 in Scotland. He was a cotton yarn manufacturer in the 1880s and a dealer in books and stationery. McDougall served as County Commissioner from January 22, 1878, until his term expired in 1885. He was appointed Clerk of the U. S. District Court in 1894 and was later appointed Postmaster of Tallahassee on October 1, 1897. He died on April 23, 1912, and is buried in Old City Cemetery.
