John Jackson Maxwell was born on June 10, 1784, in Belfast, Georgia. He moved to Belair, Leon County, Florida, in 1847. He served on the Leon County Board of County Commissioners from 1850-1854. He died on January 13, 1855, and is buried in Old City Cemetery.
