James Ransom Wheeler was born in Georgia on February 14, 1886. Wheeler was a building contractor and an original director of two Tallahassee financial institutions, Tallahassee Federal Savings and Trust and Tallahassee Bank and Trust. Wheeler represented the citizens of District 1 on the Leon County Board of County Commissioners from 1937 until 1940. After his tenure as commissioner, he was director of Talquin Electric Cooperative, which was founded in 1940 to improve the quality of life for residents of Leon County and surrounding areas. Wheeler died June 15, 1975, in Tallahassee and is buried in Roselawn Cemetery.
