James Emilius Broome Sr. was born in Hamburg, South Carolina, on December 15, 1808. He moved to Tallahassee in 1837 and became one of the largest plantation owners in the state. He served on the Leon County Probate Court from 1843-1848 and was then a Leon County Commissioner from 1848-1852. In 1852, he was elected the third governor of Florida and held the position until 1857. He died on November 23, 1883.
