Fred Orr Drake Jr. was born in Bainbridge, Georgia, on March 29, 1927, and moved to Tallahassee in 1940. He was director of the Florida Savings Building and Loan Association, president of Capital Plymouth Inc., and owner of Drake Management Inc., which operated automobile dealerships. Drake served on the Leon County Board of County Commissioners from 1963-1967, representing the citizens of District 2. He advocated for growing the tourism industry and business and industrial development. He served as Board Chairman from 1966-1967. He also served in various community roles including as chairman of the Peoples Bank of Tallahassee and FSU Foundation and president of the Florida Council of 100, Tallahassee Chamber of Commerce, and Florida Chamber of Commerce. He died of colon cancer on May 30, 1994, and is buried at Roselawn Cemetery.
