Emmett Edgar Rhodes was born in Woodville, Leon County, on April 18, 1893. He was in the turpentine business and owned a naval store. He served on the Leon County Board of County Commissioners for District 5 from 1921 to 1924. While holding office, he championed lowering Board expenses and improving County roads and bridges. He died February 4, 1948, and is buried in the Rhodes Family Cemetery in Tallahassee.
