Dixon Vaught Herring was born in Marietta, North Carolina, on November 5, 1905. He went to public schools in Gadsden County, Florida, before attending business college, where he studied business management, bookkeeping, and accounting. He later moved to Tallahassee in 1923 and worked as an insurance agent. He was elected to the Leon County Commission in 1941 and served two terms until January 2, 1945. In 1942, he was elected Vice Chairman of the Board before being elected to serve as Chairman in 1944. During his time in office, Herring advocated for the expansion of the County road system and the courthouse remodeling, and successfully worked to lower county tax rates compared to when he came into office. Herring was a member of the state association of county commissioners, where he served as secretary-treasurer. He was also active in the community and served as a member of the state, local, and junior Chambers of Commerce and the Independent Order of Odd Fellows, and was financial secretary of the local camp of Woodmen of the World. Herring died September 7, 1949, and is buried at Oakland Cemetery in Tallahassee.
