Bill Proctor attended FAMU High School, where he was the star quarterback on the football team. He earned an undergraduate degree from Howard University School of Communications and a Juris Doctorate from Howard University School of Law.
He worked as a staff assistant to U.S. Senator Bob Graham of Florida and went on to serve as a special assistant to Governor Lawton Chiles before winning a special election to the Leon County Board of County Commissioners in 1996. Since then, he has prioritized affordable housing, quality healthcare, education, and economic development for all Leon County residents.
During his tenure as a Commissioner, Proctor has advocated for widening Crawfordville Road (US Hwy 319 South) and Orange Avenue and building the Dr. B.L. Perry, Jr. Branch Library and the southside Richardson-Lewis Health Center. In 2019, he hosted the “Prosperity for All” Summit, which brought decision makers and community members together to tackle issues affecting communities in Leon County’s 32304 zip code, the poorest zip code in Florida. He served as Chairman of the Board three times from 2006-2007, 2015-2016, and 2021-2022.
In addition to his role as District 1 Commissioner, Proctor is also an associate minister at Bethel A.M.E. Church in Tallahassee, where he entered the ministry in 1985. He served as a pastor in the A.M.E. Church for nine years. Currently, he is an instructor of political science at Florida A&M University.
