NOTICE OF PUBLIC HEARING

Notice is hereby given that the Leon County Affordable Housing Advisory Committee (AHAC) will hold a public hearing on Wednesday, November 15, 2023, at 10 a.m. in the Conference Room of the Leon County Office of Human Services & Community Partnerships, located at 615 Paul Russell Road, to adopt a report of recommendations regarding local housing incentives to be presented to the Board of County Commissioners.

Recommendations that address Section 420.9076 (4) (a)-(k), Florida Statutes, are included in the report to be considered at the public hearing.

The AHAC will take public comment at the public hearing. For more specific information about the proposed recommendations, or to obtain a copy of the draft 2023 Report of Recommendations, please visit LeonCountyFL.gov/Housing, email HSCP-HousingServices@LeonCountyFL.gov, or visit the Division of Housing Services at 615 Paul Russell Road during regular business hours (Monday-Friday 8 a.m.-5 p.m.). Please note that additional recommendations may be presented and adopted at this public hearing.

PLEASE BE ADVISED that if a person decides to appeal any decision made by the AHAC with respect to any matter considered at this hearing, such person will need a record of these proceedings; and, for this purpose, such person may need to ensure that a verbatim record of the proceedings is made, which record indicates the testimony and evidence upon which the appeal is to be based. The AHAC does not provide or prepare such a record. See Section 286.0105, F. S.

NOTICE OF FUNDING AVAILABILITY

The State of Florida has allocated Leon County $1,135,109 in State Housing Initiative Partnership (SHIP) funding for the 2023‐2024 fiscal year. SHIP funds will be available via deferred payment, forgivable, noninterest-bearing loans for the following programs.

  • Emergency Housing Repair & Housing Resilience provides eligible homeowners in need of rehabilitation or repair of their home related to a dire situation that needs to be mitigated immediately.
  • The Home Rehabilitation program provides eligible homeowners whose homes need repairs to ensure the home is decent, safe, insurable, code compliant, accessible and to prepare for future disasters
  • The Home Replacement Program assists eligible homeowners with the demolition of the existing home and reconstruction of a new home if the cost of rehabilitation is expected to surpass 50% of the value of the home.
  • The Rental Development Program provides financing to developers to build or rehabilitate affordable rental units (single-family detached or multifamily). Homeownership Development provides for-profit and not-for-profit organizations the construction of housing units to pay-down the development costs to further reduce the sale price to income eligible First Time Homebuyers.
  • Down Payment Assistance provides eligible homebuyers assistance with making a down payment, including closing costs.

SHIP funds will made available to individual homeowner applicants through the Emergency Housing Repair & Housing Resilience program. Applications for the Emergency Housing Repair & Housing Resilience program will be accepted starting Wednesday, December 6, 2023 and will continue to be accepted until sufficient applications have been received to expend funds allocated for each program through at least Monday, January 8, 2024.

SHIP funds will made available to individual homeowner applicants via deferred payment, forgivable, noninterest-bearing loans through the comprehensive Home Rehabilitation & Home Replacement programs. To meet eligibility requirements, applicants for the Home Rehabilitation and Home Replacement Programs must first attend a workshop that will provide information and education on the programs as well as home maintenance best practices. Applications for the comprehensive Home Rehabilitation & Home Replacement programs will be accepted starting on Wednesday, December 6, 2023, ONLY from applicants that have attended a workshop. Applications will continue to be accepted until sufficient applications have been received to expend funds allocated for each program through at least Monday, January 8, 2024.

Workshop dates are as follows and will be held, in-person at 615 Paul Russell Road, unless stated otherwise:

• Wednesday, November 15th   6:00 p.m. – 8:00 p.m.
• Thursday, November 16th   6:00 p.m. – 8:00 p.m. (Virtual)
• Wednesday, November 29th   6:00 p.m. – 8:00 p.m.
• Thursday, November 30th   6:00 p.m. – 8:00 p.m. (Virtual)
• Saturday. December 2nd   12:00 p.m. – 2:00 p.m.

SHIP funds will made available to applicant organizations via deferred payment, forgivable, noninterest-bearing loans to provide financing through other programs to build or rehabilitate affordable rental units (single-family detached or multifamily). The funding opportunity for the Rental Development Program is expected to be offered in January 2024.

SHIP funds will made available via deferred payment, forgivable, noninterest-bearing loans to applicant organizations that have experience performing affordable housing activities and constructing new units for homeownership. The funding opportunity for the Homeownership Development Program is expected to be offered in the Spring of 2024.

SHIP funds will also be made available to individual homebuyer applicants via deferred payment, forgivable, noninterest-bearing loans to provide eligible homebuyers assistance with making a down payment, including closing costs. The funding opportunity for the Down Payment Assistance is expected to be offered in the Spring of 2024.
